Windows cannot query for the list of Group Policy objects

I am getting tons of these messages in Event viewer on a few servers:

Windows cannot query for the list of Group Policy objects

I also get this:

Windows cannot access the file gpt.ini for GPO cn={7C05F1C4-D875-412C-8DE4-5E2FEA2D1785},cn=policies,cn=system,DC=nrs,DC=com. The file must be present at the location <\\nrs.com\SysVol\nrs.com\Policies\{7C05F1C4-D875-412C-8DE4-5E2FEA2D1785}\gpt.ini>. (Access is denied. ). Group Policy processing aborted.
