Why is Visual Studio 2008 service pack 1 asking for 2GB disk space on drive C?

I am trying to install Service Pack 1 for Visual Studio 2008, however the install fails because there is less than 3GB of space left on drive C. Visual Studio 2008 is installed on drive D, so why is it checking for space on drive C and not D?
